About Pacific Crest Services

What is Pacific Crest Services?
Pacific Crest Services is a national independent insurance alliance that helps captive and independent insurance agents transition into and grow within the independent insurance channel. Founded in 2008, we operate in 41 states and provide access to 300+ insurance carriers, data-driven analytics, professional training, mentorship, and full back-office support to help agents scale profitable, independent agencies.
How long has Pacific Crest Services been in business?
Pacific Crest Services was founded in 2008 by Shawn Webb and Jason Webb. With over 15 years of experience, we’ve built relationships with 300+ carriers and established 280+ agency partnerships across 41 states.
What states does Pacific Crest Services operate in?
We operate in 40 states: Alabama, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, Florida, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maryland, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Washington, West Virginia, Wisconsin, Wyoming, and the District of Columbia.
Is Pacific Crest Services an FMO, cluster, or agency network?
Pacific Crest Services operates as a comprehensive agency network. Unlike clusters (which typically pool resources for a single market) or FMOs (which primarily focus on life and health insurance), we provide full-service support for P&C agents including carrier appointments, technology platforms, back-office services, training, and business development resources while allowing you to maintain ownership of your book of business.
What makes Pacific Crest Services different from other agency networks?
Pacific Crest Services offers 100% book ownership, enhanced commission structures (80-90%), direct carrier appointments with 300+ carriers, comprehensive technology platforms (Hawksoft®, EZLynx®, Power BI), full back-office support, accounting services, and profit sharing opportunities. Unlike many networks, we don’t require you to give up equity or control of your agency.

Transitioning from Captive to Independent

How do I transition from a captive insurance agency to independence?
Transitioning to independence involves several key steps: obtaining independent carrier appointments, setting up your business entity, securing errors and omissions insurance, and partnering with an alliance like Pacific Crest Services for carrier access and support. We provide comprehensive transition assistance including access to 300+ carriers, back-office support, and mentorship. Most agents complete the transition within 30-60 days.
What's the difference between a captive and independent insurance agent?
A captive insurance agent works exclusively for one insurance company and can only sell that company’s products, typically earning 20-30% commission. An independent insurance agent represents multiple insurance carriers (PCS provides access to 300+), offering clients more choices while earning higher commission rates (80-90% with PCS). Independent agents own their book of business and have greater control over their career and income potential.
Can I keep my existing clients when I go independent?
The ability to keep your existing clients depends on your current contract with your captive agency and any non-compete clauses. We recommend reviewing your contract with a legal professional. However, many agents successfully transition their relationships to their new independent agency. PCS provides guidance on proper transition procedures to ensure compliance with all legal and regulatory requirements.
Will I lose income when I transition to independence?
While there may be a short-term adjustment period during your first 30-60 days, most agents find that their income recovers and then significantly exceeds their captive earnings within 17 months. With PCS’s enhanced commission rates (80-90% vs. 20-30% captive rates), monthly bonus opportunities ($3,000-$5,000), and access to commercial lines, most agents increase their income substantially.

What if I have a non-compete agreement with my current captive carrier?
Non-compete agreements vary by company and state. Some are enforceable, others are not. We recommend consulting with an attorney to review your specific agreement. Even with a non-compete, many agents use their first year as an independent to focus on acquiring new clients, then reconnect with previous clients after the non-compete period expires. Pacific Crest Services can provide guidance on navigating these situations.
How long does it take to become an independent insurance agent?
Most agents complete the transition to independence within 30-60 days when working with an established alliance like Pacific Crest Services. This timeline includes setting up your business entity, securing E&O insurance, and obtaining carrier appointments. PCS’s established relationships with 300+ carriers help expedite the appointment process compared to going it alone.

Commissions & Compensation

What commission rates does Pacific Crest Services offer?
Pacific Crest Services offers tiered commission structures of 80%, 85%, or 90% based on your book size. This means you keep significantly more of what you earn compared to traditional captive models (typically 20-30%). Additionally, qualifying agents can earn monthly bonuses ranging from $3,000 to $5,000 through our Enhanced Compensation Program.
How do the monthly bonuses work?
Qualifying agents who meet production and performance benchmarks can earn monthly bonuses ranging from $3,000 to $5,000. These bonuses are based on factors including new business production, retention rates, and overall book growth. Your PCS representative will explain the specific qualification criteria and help you structure your business to maximize bonus opportunities.
When do I get paid as an independent agent with PCS?
Commission payment schedules vary by carrier, but most carriers pay within 30-45 days of policy issuance. As an independent agent with PCS, you receive commissions directly from the carriers. Our back-office support includes commission tracking and reconciliation to ensure you’re being paid correctly.
Do independent agents with PCS really earn more than captive agents?
Yes, Pacific Crest Services agents typically earn more than captive agents thanks to better commission rates on new business and renewals (80-90% vs. 20-30%). Our agents close 40%-50% of their leads, significantly higher than the 10%-15% average for captive agents, and enjoy higher retention rates. Additionally, agents are encouraged to write commercial risks with support from competitive carriers, which offers higher premiums and commissions. Most agents achieve faster income recovery, typically within 17 months.

Is there a fee to join Pacific Crest Services?
Pacific Crest Services has a one-time onboarding fee when you join and a low recurring monthly services fee. We succeed when you succeed, earning our revenue through small overrides on your production. Our model prioritizes helping you grow a profitable agency—we provide access to 300+ carriers, training, mentorship, and support.
What is profit sharing and how does it work?
Profit sharing is additional income you can earn when carriers meet profitability targets. By aggregating all members’ property and casualty premiums, PCS helps you qualify for carrier profit sharing bonuses more regularly than you would as a solo agent. This creates an additional income stream beyond your regular commissions and monthly bonuses.

Carrier Access & Appointments

How many insurance carriers can I access through PCS?
Pacific Crest Services provides access to over 300 insurance carriers, including major national carriers and regional providers across property & casualty, life, health, and specialty lines. Our Director of Carrier & Agency Relations, Ben Howard, works directly with agents to secure appointments and maintain carrier relationships.
How long does it take to get appointed with carriers through PCS?
Carrier appointment timelines vary by carrier, but PCS’s established relationships with 300+ carriers can significantly expedite the process. Most carriers complete appointments within 2-4 weeks, depending on the carrier’s requirements and your licensing status. Our team handles much of the appointment paperwork and follows up directly with carriers to speed up the process.
What carriers does PCS have relationships with?
PCS has relationships with over 300 carriers including major national brands like AAA, Allstate, Progressive, GEICO, Employers, Liberty Mutual, Travelers, Safeco, Chubb, The Hartford, and many others across P&C, life, health, and commercial lines. Contact us for a complete list of available carriers in your state.
Can I choose which carriers I want to work with?
Absolutely. You have complete freedom to choose which carrier appointments make sense for your business and market. Our team will help you identify the best carriers for your niche, client base, and geographic area. Many agents start with 5-10 core carriers and expand from there.
Do I have to meet minimum production requirements with carriers?
Some carriers do have minimum production requirements for maintaining appointments, which typically range from $25,000 to $100,000 in annual premium depending on the carrier. However, through PCS’s aggregated volume, we can often help newer or smaller agents meet these thresholds or provide access through alternate arrangements until you build your book.
Does PCS provide direct carrier appointments?
Yes, with Pacific Crest Services, you receive direct carrier appointments in your agency name. You maintain direct relationships with carriers, own your book of business. PCS facilitates the appointments, accurate commission payouts, and provides ongoing support, but the appointments are yours.
Can I get direct carrier appointments outside of PCS?
Yes, you can obtain carrier appointments outside of Pacific Crest Services, but you must submit a notification form for approval prior to securing any outside carrier appointments. All commissions must comply with our membership policy and run through PCS. This ensures you maintain access to our commission reconciliation services and accounting support.

Technology & Tools

What technology and tools are included?

Pacific Crest Services Enterprise Access includes cutting-edge technology solutions:

  • Hawksoft® Agency Management System for policy and client management
  • EZLynx® Comparative Rater for multi-carrier quoting on desktop and mobile
  • Microsoft Power BI for data visualization and analytics
  • Zoho® for business email and workdrive

All technology platforms include comprehensive training and support to ensure your success.

Do I need my own agency management system?
No, PCS provides Hawksoft® Agency Management System to all our Enterprise Agents. This streamlines policy management, automates tasks, and provides client portals and reporting. We provide the technology and training you need to use it effectively.
What is a comparative rater and why do I need one?
A comparative rater (we provide EZLynx®) allows you to quote multiple insurance carriers simultaneously for the same risk. This saves you enormous amounts of time compared to quoting each carrier individually and helps you find the best coverage and price for your clients. Independent agents who use comparative raters typically close 40-50% of leads compared to 10-15% for captive agents.
Can I use my own technology if I already have systems in place?
While we provide best-in-class technology platforms, we understand some agents have existing systems. We can discuss integration options and what flexibility exists, though using our provided platforms ensures you get the full benefit of our training and support.

Business Operations

Do I own my book of business?
Yes, with Pacific Crest Services you have 100% book ownership. You own your client relationships and your business. This is a key advantage of the independent model – you build equity in your agency that you truly own. If you ever decide to leave PCS, you retain full ownership of your book.
Do I need errors and omissions (E&O) insurance?
Yes, E&O insurance is required for independent insurance agents. This professional liability insurance protects you and your business from claims related to errors, omissions, or negligence in your professional services. PCS can connect you with E&O providers and help ensure you have appropriate coverage at competitive rates.
Can I hire employees or bring on other agents?
Yes, as an independent agency owner, you can hire employees, bring on additional licensed agents, or build a team as your business grows. PCS supports agency growth and can provide guidance on hiring, training, and managing a team.
How do I handle claims for my clients?
As an independent agent, you’ll help your clients file claims directly with their insurance carrier. You serve as an advocate for your clients during the claims process. PCS provides training on claims handling best practices and can assist with complex or problematic claims situations.
What business entity should I form?
Most independent agents form an LLC or S-Corporation for liability protection and tax benefits. We recommend consulting with a CPA and attorney to determine the best structure for your specific situation. PCS can provide general guidance on common business structures used by successful agencies.
Do I need business insurance for my agency?
Yes, as a business owner you’ll need business insurance including general liability, E&O (discussed above), and potentially other coverages depending on whether you have employees, own property, etc. PCS can help connect you with appropriate business insurance coverage.

How long is the onboarding process?

Our onboarding process is designed to be simple, flexible, and accommodating to your schedule. You set the pace, and we work to meet your timing needs. The process includes: Agency Discovery and Strategy, Agency Resource Training, Carrier Setup and Training, Systems Installation and Training, Agency Standards Training, and Commissions & Accounting Training. Most agents complete the full onboarding within 30-60 days.

What happens during the onboarding process?

The onboarding process includes six key phases:

What if I need more time or training?
Our onboarding is flexible and self-paced within reason. If you need additional time or training in specific areas, your dedicated account manager can work with you to ensure you’re fully prepared and confident before you start writing business.

Captive vs Independent – Common Concerns

Won't clients just stay with the carrier brand instead of following me?

This is a common concern, but research shows that many clients are more loyal to their agent than to the carrier brand. PCS agents typically retain 25-40% of their captive clients initially, and this number grows over time as non-compete periods expire. More importantly, as an independent agent with access to 300+ carriers, you’ll close 40-50% of new leads (vs. 10-15% as captive), which quickly builds your book beyond what you could transfer.

What about the security of a captive position?
While captive positions can feel secure, the reality is that captive carriers can (and do) reduce commission rates, increase production requirements, or terminate contracts. As an independent agent, you control your own destiny. You’re not at the mercy of a single carrier’s decisions. With 300+ carrier relationships, if one carrier changes terms unfavorably, you have many other options.
I've never run a business before - will I be able to handle it?
You won’t be running a business alone. Pacific Crest Services provides comprehensive back-office support, accounting services, technology platforms, training, and mentorship. We handle many of the business operations that would normally fall on your shoulders. You can focus on what you do best – selling insurance and serving clients – while we support the rest.
What if I fail as an independent agent?
While any business venture has risk, partnering with Pacific Crest Services significantly reduces that risk. You have 100% book ownership, so you’re building an asset from day one. Our support systems, carrier access, and proven business model give you the best chance of success. Additionally, most agents who return to captive positions after being independent (rare as it is) find they can negotiate better terms based on their proven ability to succeed independently.

Comparison to Other Options

How is PCS different from other FMOs or agency networks?

Pacific Crest Services differs from traditional FMOs (which focus primarily on life/health insurance) and from many agency networks in several key ways:

  • 100% book ownership – You own your business completely
  • P&C focus with life/health access – We specialize in property & casualty but provide access to life and health products
  • Full technology stack included – Hawksoft®, EZLynx®, Power BI, Zoho® all included
  • Comprehensive back-office support – Not just carrier access, but accounting, compliance, training
  • Enhanced compensation – 80-90% commission rates plus monthly bonuses plus profit sharing
  • No equity requirements – You don’t give up ownership or control of your agency
How does PCS compare to insurance franchises like Goosehead or Brightway?

Franchise Model:

  • Upfront franchise fees – Typically $50,000-$100,000+ initial investment
  • Ongoing royalty fees – Usually 8-15% of your revenue paid to the franchisor
  • Limited book ownership – Many franchises retain ownership or significant control of your book
  • Restrictive agreements – Must follow their branding, marketing, and operational requirements
  • Exit challenges – Difficult and expensive to leave; may lose your book or pay significant buyout fees
  • Lower commission rates – Typically 50-70% after royalties and fees

Pacific Crest Services Model:

  • No upfront fees – Zero franchise fees or initial investment required
  • No ongoing royalties – We earn small overrides, but you keep 80-90% commissions
  • 100% book ownership – You own your client relationships and business completely
  • Full independence – Market your agency however you want, build your own brand
  • Easy exit – Leave anytime and take 100% of your book with you
  • Higher net income – Our agents typically net significantly more than franchise owners

The key difference: With PCS, you’re truly independent. With franchises, you’re essentially buying a job with ongoing fees and restrictions.

Should I join a cluster instead?

Clusters can work well for agents who only need access to a single market or carrier, but they typically offer less support than PCS. Clusters are often self-managed by members, may have production requirements, and can have restrictions on leaving. PCS offers broader carrier access, comprehensive support services, professional management, and clearer terms. If you want more than just market access – if you want technology, training, back-office support, and business development help – PCS is the better choice.

What about direct carrier appointments without a network?

Getting direct carrier appointments without a network is possible but much more difficult, especially for newer agents. You’ll face:

  • Higher production minimums from carriers
  • Longer appointment timelines
  • No negotiating leverage for better commission rates
  • No profit sharing opportunities
  • No back-office support
  • You’ll need to source and pay for all technology yourself
  • No training or mentorship resources

PCS gives you access to 300+ carriers, better terms, technology, support, and a community of fellow agents – all while maintaining 100% book ownership.

What if I'm considering buying an existing agency instead?

Buying an existing agency can be a great option if you have significant capital ($100,000-$500,000+ depending on book size). However, most agents don’t have that capital or don’t want to take on that level of debt. With PCS, you can build an agency from scratch with:

  • No acquisition costs or debt
  • Full control from day one
  • Ability to grow at your own pace
  • Same technology and support an established agency would have
  • Option to acquire books of business later once you’re established and profitable

Many of our most successful agents started from scratch and now have agencies worth $500,000-$2,000,000+ that they built without taking on acquisition debt.
